## The short answer

The Scrum Guide defines three accountabilities: Product Owner, Scrum Master, and Developers. Use the desired outcome to distinguish them: product value and backlog management, team effectiveness through Scrum, and creating a usable Increment. Job titles in an organization do not automatically change these accountabilities.

## Product Owner: make value decisions visible

A team building a repair booking service has requests for reminders, appointment changes, and technician tracking. Someone must consider user needs, business goals, and tradeoffs when ordering the Product Backlog. That is a product decision, not a vote based on which stakeholder speaks loudest.

The Product Owner can involve specialists and delegate supporting work while remaining accountable. An original example: the operations lead supplies missed appointment data, and a researcher shares customer interviews. The Product Owner uses that evidence to decide whether reminders deserve attention before technician tracking.

## Developers: plan and deliver the work

Developers decide how to turn selected work into a usable result. The term includes the people doing that work, not only software programmers. For the repair service, designers, testers, and technical specialists may contribute together.

When a test shows that reminders arrive at the wrong time, the Developers adapt their work and protect the agreed quality expectations. They should not mark a feature complete simply because the screen looks finished. Their delivery plan needs to account for the behavior users will depend on. A task assignment from an outside manager does not replace that team planning.

## Scrum Master: help the team work effectively

If every planning discussion becomes an argument about who is allowed to decide, the Scrum Master helps the team and organization understand the framework and improve the interaction. That might involve coaching, facilitating a difficult conversation, or helping remove a recurring impediment.

It does not mean acting as the team's administrative boss or personally solving every technical problem. Suppose approval for a test environment is repeatedly delayed. The Scrum Master can help the organization establish a workable approval route while the Developers explain the need and the authorized owner makes the access decision.

## Apply the accountabilities to the Daily Scrum

The Daily Scrum helps Developers inspect progress toward the Sprint Goal and adapt their plan. Treating it as a daily performance report to the project manager changes its purpose. The useful output is an actionable plan for the work ahead.

For the repair service, a Developer might explain that the reminder integration is blocked by an unclear message format. The team decides how to resolve that dependency. A detailed technical conversation can follow with the people needed. The Product Owner or Scrum Master participates as a Developer if actively working on Sprint Backlog items.

## Practice matching a decision to an accountability

Try these prompts before checking the answer. More than one person can help, but the accountable person or group still matters.

- A stakeholder wants a new item moved above existing work. Discuss ordering with the Product Owner.
- The team needs a different technical sequence to achieve its goal. Developers adapt their delivery plan.
- The organization repeatedly interrupts useful Scrum events. The Scrum Master helps improve the system.
- A contract requires external approval. Follow the actual approval authority; Scrum does not erase it.

## Your next step

Ask what decision needs to be made, then identify the accountability. Collaboration supports that decision without making every responsibility interchangeable.
